When it was proposed, some months since, that the whole work should be executed at the expense of the Colony, My Lords were unwilling to interfere with a local improvement to which great importance appeared to be attached, judging by the large expenditure which the Colonial Government was represented to be ready to incur in order to compensate the Navy for the loss of the whole of the sea pontage.
They cannot however consent to charge to Naval funds two thirds, or any portion, of the cost of an undertaking the benefit of which to the Naval Service...
